This editor is part of the GUI Browser editor. It shows the currently recorded UI-action sequence (which was created either by manually adding steps to the recording, or as recorded by the UI-recorder).
This behaves basically like a regular diagram editor.
Its main use is to try and execute the recorded action sequence, to see theoutput values, and to create a new compound action for it to the project.
For this, press the "Create-new-Action" button at the top right.
